Common CATAN mistakes: robber, trades and cards
Resolve discards, trading restrictions, settlement placement and development-card timing with examples from the 2025 CATAN base game.

On this page
This guide follows our 2025 English CATAN base-game rules, for three or four players. It addresses the decisions that often cause a turn to be replayed; extensions and older-edition procedures stay separate.
Taking starting resources twice
Your starting resources come only from the hexes adjacent to your second settlement. The first settlement gives no starting cards. In the publisher’s fixed beginner layout, use the second settlement identified in the diagram instead of choosing the more rewarding building.
During normal production, however, all your qualifying settlements and cities count, even on somebody else’s turn. A settlement produces one matching resource; a city produces two.
Discarding at exactly seven
A rolled 7 causes discards only for players holding more than seven resource cards. Development cards are excluded.
| Resource cards held | Cards discarded |
|---|---|
| 7 | 0 |
| 8 | 4 |
| 9 | 4 |
| 11 | 5 |
The affected player chooses the cards. A Knight moves the robber and allows a steal, but does not trigger discards. The official FAQ confirms that the discard step belongs to a rolled 7.
Stealing from every neighbouring player
After moving the robber, steal one random resource card from one eligible opponent with a building beside the new hex. Several eligible opponents give you a choice, not several steals. The robber blocks only its occupied hex, not every resource earned by that opponent’s buildings.
Building before resolving the roll
You may play an eligible older development card before rolling. You may not trade or build first. Resolve production or the complete 7 procedure, then enter the action phase.
During the action phase, trading and building may happen repeatedly in any order. Buying a road does not prevent a later trade in this edition.
Using somebody else’s trade turn
Every player-to-player trade must involve the active player. If Blue is active, Red and White cannot trade with each other. Only Blue may use supply or port trades then.
A 3:1 port exchanges three cards of one resource type for one different resource, not three assorted cards. A 2:1 port accepts only its pictured resource. A road touching a port gives no discount without a settlement or city there.
Ignoring the distance rule
A new settlement’s neighbouring intersections must have no settlements or cities, including your own. Your connecting road does not override that rule. Starting settlements also obey the distance rule, although they need not connect to each other.
A city upgrades your own existing settlement. You cannot place it directly on an empty intersection. An opponent’s building blocks extension of your road through that intersection.
Playing newly bought development cards
Ordinary development cards must have been bought on an earlier turn, and only one may be played per turn. A card played before rolling uses that allowance; it is not an extra card outside the limit.
Victory Point cards are the winning exception: reveal enough to show ten on your turn, including any bought that turn. Do not reveal them just to show a partial score. The victory-point guide explains bonus ties and hidden-card finishes.
Paying a city’s points twice
A city is two points total. Upgrading a settlement adds only one net point. Likewise, roads score nothing unless they secure the two-point Longest Route tile. Count the current board and current tile owners, not everything built earlier in the game.
